First, take a shower everyday not only for your general health but also for your penis. Clean it everyday. Sweat might build up causing jock itch especially when you exercise so clean it everyday. That should help and if not, go to a doctor. You might have jock itch which has been known to cause smell.

Easy problem. You have a case of smegma. What's smegma? That nasty whitish sticky substance that builds up around your penis. When u used to masturbate, you rubbed it off everytime with all the friction. Now it's building up. Smegma is responsible for that nasty smell. Even if you don't see it, it's still there in a thin film. Solution? Soap-wash your dickens twice a day. A bath is not really the solution. Just clean your penis. And with soap too! The real thing why people notice changes related to increased testosterone levels, in fact, is not the peak in it. Its the androgenic receptors healing process. Jerking off damages the androgens. I also discovered a strange smell down there in the last few days. I've often got a whiff of it when I was naked. For example before or after showering, before or after peeing, when I was sleeping and lifted up the blanket (I always sleep without underwear). I couldn't smell it through my pants though.
