Confused and Lost

I am discouraged about what's been happening. I am addicted to lust, sex masturbating, fantasies...etc

The no PMO here seems to be the main issue for most on here, my addiction is more about obsessing over women, in real. Meeting them, texting them, picking them up, approaching them. I am not hooked on P but MO is definitely a problem. I set my bottom line anytime i see a girl in public and approach her or try to approach her i set my counter over to 0. That would normally seem way too strict but it's something i really want to eradicate in my way of being and during my reboot absolutely not engage with at all.
I have close to 54 days MO free but every few days I relapse by trying to approach girls.
Just today i was driving by somewhere and saw a girl walking in the parking lot, i turned my car around and went into the store she was in and had a conversation with her...ive been obsessing about her all day, its def an issue and its making me a creeper..i hate it
I just need some advice...
