According to this guy, it's a paraphrase of a homily by Augustine of Hippo. However, he rightfully points out that God's love for humanity doesn't give humanity an excuse to sin. The meaning of the original homily is debated, but some construe it to mean that when someone's faithful and devout enough, whatever they please will also be pleasing to God, so in some sense they can freely do as they please, because their minds are pure enough to not desire to sin.
