To me, this means that although I am capable of participating in negative acts, I am also capable of participating in wonderful and positive acts. If a human has done something wonderful or positive, then I can do it too. If another human has overcome PMO, then so can I.

That's a good question! I think we can't do much about thoughts entering our mind, but maybe we have some power over whether we entertain them or not - i.e. there is always the option to think about something else. (Although I reject the option often, unfortunately.)
Yes sexual thoughts are more compelling than "now what do I have to buy at the store this weekend?" That said, thoughts do seem to feed off attention, so if we can somehow starve them of that, we will be good to go.
