Yes you can, just stay away from Porn and Masturbation. First few weeks can be difficult, you need to be strong now.

The answer is 100% YES. As I said earlier, "It takes time." And to be more clear your so said, "lost" things arent really lost, they are "Dormant".

Generally prescribed total reboot period by the experts on the community is a minimum of 90days. It may take even longer depending on how long you have been addicted to it. And it's good that you come this far(2 weeks) in the process of rebooting.
The relation between low libido, PIED, PME, loss of psychological sensitivity and Masturbation is pretty popular. But, But,

A quick Google Scholar search turned up no results for studies into the relation between masturbation and cognitive functions such as memory, attention etc. This does not mean that masturbation does not affect these functions, positively or negatively, only that apparently this has not been studied.
So we do not have enough evidence even for proving that Exessive masturbation causes you side effects as low cognitive skills, loss of memory. But many people seem to be linking these with PMO, even I have been through this. And I even verified that the loss of concentration and focus is due to PMO because when I stopped it for about 18 days I can clearly see the difference, All my partially lost memory retention skills seemed to improve. I am pretty sure about myself that PMO causes this (maybe not for the majority, that's why it hasn't been researched). As you think, that PMO caused you low cognitive skills and loss of memory power, you may be right.
"Maybe" is because I do not have any kind of scientific research to persuade you to believe that the reason for your problem is Masturbating.
As I said, science still hasn't established enough proof for the relation between Masturbation and memory, you have to follow conventional methods to gain back your partially lost cognitive skills, memory, focus and concentration.

But from my own experience, there is no such need to practice special things or to change your diet to improve your memory, of course, it's always better to workout, meditate and eat healthy.
The only thing you have to do is to abstain from PMO as much as you can, also from the fantasizing thoughts. And there is no need to make it straight 90Days in your first attempt, every time you resist the thought of PMOing your brain is recovering. Even if you relapse on 20th day, it doesn't mean you have done no progress at all as you have not reached 90, as you constantly try to stop yourself from PMOing, you obviously increase the time interval(no.of days) between each PMO session. This slowly increases your brains neurochemical sensitivity, and slowly your brain rewires itself into a fogless healthy state and all your lost memory power is back.

TL;DR: Abstain as much as you can from PMOing, have at least a target of 90Days of NoPMO, that's all that you have to do get back your mental health. The key is Perseverance.

Urges can be sometimes super difficult to resist, for such things this book is a must-read. This book describes difficulty-less ways to Stop PMOing forever.

Here are some conventional ways to improve memory power and concentration.

I know science hasn't caught up yet so take this with a pinch of salt but in my experience there is a 100% correlation between watching porn and poor memory.

Your brain is incredibly resilient and thanks to qualities such as neuro-plasticity and neurogenesis your brain is able to reorganise and possibly regenerate which is great news for recovery. Both of these qualities are reliant on you providing your brain with the correct environment and care to aid the recovery process. The first and obvious one is to remove porn and masturbation... completely. Then take a step back and objectively judge whatever other toxic habits you may have such as spending too much time on the Internet, gaming or whatever... Then try to remove these. And all of the other stuff which is repeated on this website such as exercise, nutrition, positive health habits... involve these in your life, things that affect the brain positively. Recovery is entirely possible, I for one can vouch that. I have been in a rough place the last few years and I am just starting to see the fruition of my effort. You can do this
