Precum may indeed contain sperm, but it's in very low quantities and is usually sperm left in after old ejaculations or sperms that may have entered the urethra following arousal (however the latter is rare for many reasons). Precum is made by something called the Cowper's glands and semen is made by your testes themselves, as I'm sure you know.
