Never happened to me, but damn- that is a punch in the gut! I agree with @MONTE. Contact the authorities. Option 2 would be to ignore it, but if it is legit, then you'll have to deal with the fallout.

 

I used to get those e-mails all the time. It's a scam. Don't worry about it.

Like you, when I first received it I freaked out. Then I did some research and found it's just a scam. But one thing you can do that would be useful, is to remember this fear you are feeling and think about it next time you think about going on your webcam.

But, because it clearly was scary to you that it might have been real, I recommend covering your webcam when not using it. Painter's tape or an appropriately sized sticker should do the job...

Also, just in general, don't do comprising things in front of any camera. Go watch Snowden if you haven't yet. Always assume someone is watching.

I had this happen to me before and it scared the shit out of me, but I researched and it's a popular scam.
