The scrotum is part of the genitals. Perhaps it is a more sensitive and pleasurable part for some guys compared to others. Strictly speaking, edging is about orgasm control. If you do this without rubbing your penis would you or do you cum? If so, taking you almost to the point of climax and then stopping is edging i.e. the edge of an orgasm. But even if it does not fit that definition technically, it seems counterproductive to rebooting your overstimulated reward system I suggest. Good luck.
