Yes I think it is the same. The idea of cams being broadcast 'live' creates a feeling of novelty and voyeurism so spikes dopamine release, although the cams tend to be softer rather than edited hardcore scenes on porn sites I would conclude they are the same, as you mentioned they have the same effect on the brain. The softer stuff just leads to more hardcore stuff so time is wasted clicking on other cams searching or waiting on cam sites.
