I want to go to sleep always before 10 PM, 11 PM if my current job makes me finish later, but overal at least before 12 AM.

    Let's track my progress:
    < 10 PM = 1 point
    < 11 PM = 0,5 point
    < 12 AM = 0,25 point

Every Sunday, I'd divide my score by 7 to see how I'm doing.
I'd put the daily amont of time I slept, and how much late I might be waking up.
Every month, I'd draw a chart to see clearly my progress, with a summary on my well-being.

I used to suffer badly from insomnia, that's not the case anymore.

The 2 most important steps are:
    1. Wake up the same time every day, even on weekends (it doesn't have to be super early, the regularity and teaching your body a routine is what's most important)
    2. Don't snooze
Sometimes one will get no/poor sleep, that's okay, it's manageable. In the long run, having a routine with good habits will pay off massively.

Edit: You can't force yourself to fall asleep, and some nights you might have to stay up later than usual.

What you can make sure to do every day is to get up on time. That will pay off in the long run.
