Pen*s skin dry on top?

Idk if its because of dry masturbating or sth else but anyway I have this issue with my penis for a few years now.
Like the skin on top is very dry and appears white in color(obviously not its original color).

Also its very sensitive on top to touch, being rubbed to underwear,etc.

I suffer from PE. Idk if this dryness related to it or not.

Anyone experienced and cured? What do I do? Do I moisturize it everyday or let it alone?
