Pied symptom or what?

    When i try to masturbate only by touching myself with the foreskin on I have good sensitivity to the penis but I cant get it up. But when I try to masturbate with the foreskin down and lubricate the glans( head of penis) I achieve an erection. How is that happening ? Is it considered to be pied or what?
