Was it intentional, as in did you know what you were going to watch before you watched it? Were you using it with the intention of getting aroused?
I had a similar question the other day. I was obsessing over a Video of a dancing girl on instagram but she was not completely naked. Even though I didn't masturbate I came to the conclusion that it was a mistake. But in my book it was not severe enough to warrant a relapse and restarting. But if something like this happens again I will restart. As you proceed further you will find that the slightest thing on social media will arouse you. I think you'll agree that that video of a girl undressing is a obstacle to your overall goals and reasons to starting nofap. After reading couple stories here and from personal thinking, I think If you have to ask "Is this porn?" it most likely is.

Well as you I definitely agree with you even If the clip it didn't arouse me as it used to in my teens. The absence of arousal in itself is a problem, it depicts how desensitized the neural pathways have become to soft/vanilla porn. It's an obstacle & hindrance on my journey of nofap, & the cleansing of my adulterated conscience.
Let's say that the girl uploads the video on a porn site and sends you the link. It's porn, no mater if you watch it on an app or website...
Is it porn? Yes. Did you watch it? Yes. Was it intentional? We don't know. If It wasn't and you quickly closed the video when you saw It was porn, don't reset your counter. If It wasn't intentional and you watched more than 10 seconds, reset. If It was intentional and you knew it was porn, reset.
I think there is a gap between manually entering the site knowing It's porn and getting suprised, OP probally got suprised since Whatsapp blur thumbnails of videos.
I think why you watched matters as much as what was watched. Only you can answer why. Be honest with yourself. If it was for the excitement, it is like porn even if it isn’t porn. It has the same affect on you. It’s what you are trying to avoid. So being honest with yourself protects your sobriety. Whether its victorias secret catalog or someone on the street or actual porn.
Yeah getting surprised by blurred thumbnails is okay but continuing to drool over it even when it's exposed is foolish than curbing your urge to type on the pornsite.
Its not about what it was to you, or what it was to you morally. Its about what it was to your brain. If you're a porn addict your brain could have taken that as a porno. You could have awoken those demons. I take the rule that if it feels like I have to ask if its okay, then its probably not okay.
