Almost all good porn blocking software uses a VPN to monitor and block sites. A big problem is that people can easily remove the program or app that makes the filtering possible. Once software I saw that I've heard has a solution to this is Covenant Eyes. Apparently you can't remove the app without an admin password create by the app. You could check that out.
