I was feeling a bit down today (sick/tired) and so my will power was quite low. I ended up looking up some girls/models on Instagram and glanced over a few pics really quickly. I didn’t see any complete nudity, it’s just Instagram after all. Does this count as a relapse or can I continue my streak? I’m at 23 days.
Did you MO to it? That is the question. Be honest with yourself - if you did then yeah that’s a relapse. If you didn’t, then no it’s not a relapse, but it is still edging :- something you need to avoid at all costs because you are more likely to relapse in an environment when you have that in front of you.

In that case you should be ok. But take what happened as a bit of feedback for what you shouldn’t do during no PMO. Keep going and avoid this again at all costs
Did you get a dopamine rush from it? If so, I would consider it a reset. You took the drug you were addicted to in the quantities enough to give you a dopamine rush. A split occurs though so it's not a full reset. Counter for viewing porn goes to 0 and your no masturbation counter stays the same.
I wouldn’t say I got a dopamine rush from it - I took a quick glance at the pics and withdrew within 2 minutes.
I wouldn't say it was a reset/relapse. Although from past experience, this kind of behaviour is an entry point. What happens if you find that certain magical pic that leads to other 'searches', than full blown P. This is how a past relapse occured.. came across a hot girl on Instagram, decided to 'explore further'.. found out she had some amazing bra pictures.. found a link to a topless selfie..clicked on it.. pic was hot enough to make me want to search topless pics on google. one thing led to another..relapse. Be careful for a few days. You essentially filled the syringe with drugs, but decided not to do it.
You shouldn't be doing stuff like that, don't beat yourself up but keep in mind what you are trying to accomplish.
